“Lines-in-the-Sand” Tool for Campaign Decision-making

This set of 10 criteria was developed by Vermont’s Healthcare Is a Human Right campaign to facilitate the determination of “lines-in-the-sand” for specific issues, which may arise over the course of advocacy activities, such as new opportunities or threats to the campaign’s policy positions. A “line-in-the sand” means that a campaign commits to taking action (e.g. intervening or moving to escalating tactics) when the line is crossed.
